Return Label Forms	New York
Domestic mail that violated regulations was usually returned to the sender with an enclosure indicating the violation. One of 2 types of returned labels were used. Most censor stations used the top label. The bottom label was used by New York and Chicago only. 'OC' stands for 'Office of Censorship'.
